Nowadays it is currently the focus of China's energy conservation efforts to reduce energy consumption and improve energy efficiency in construction. With the rapid economic development, the energy consumption used by construction, especially public construction in Wuhan has been increased gradually, and so does its proportion in the total final energy consumption. the energy consumption per unit area is about 10 to 20 times as the ordinary residential buildings, so the energy consumption is an outstanding issues. Therefore, it is necessary to find out the current situation of the public construction, and it is significant to do the comprehensive investigation, analysis and assessment for the high-rise construction.Taking a high-rise building in Wuhan as an example, the air-conditioning system was mainly considered in the on-spot test. The paper pointed out the situation of building energy consumption and the existing problems in the operation process of the air-conditioning system as the result of the building energy consumption convey and on-spot test of the air-conditioning system, such as performance parameters of refrigeration unit , pumps, indoor environment and air outlets. The BIN parameters method was employed to calculate the energy consumption in the high-rise building, and then the paper comprehensively assess the property of building energy consumption and equipment of air-conditioning system using comprehensive energy consumption evaluation indexes, the temperature difference between supply-water and backwater, the coefficient of performance(COP),and the coefficient of energy consumption for air conditioners (CEC/AC) and the peripheral annual load coefficient (PAL). Furthermore, the paper analyzed the main influential factors on building energy consumption in Wuhan area, such as climate, building shape, enclosure structure and fresh air demands. And the potential of energy conservation were brought forward, as well as the renovation suggestion of construction energy conservation.The paper provides a kind of methods to evaluate energy conservation in public construction combining with a real case, the suggestions on energy-conserving of the high-rise building can provide references for public construction's renovation. The research is universal, and the results can support the basis of scientifically and rationally formulating energy conservation standards, regulations and incentive policies for construction in Wuhan, and also can provide references to the relative study.
