Water resource is not only bases of basic natural resource of controlling ecological environment and substance bases of all society development, but also is a strategically economical resource. As the main visual angle of regional sustainable development, the water resource sustainable using is the base and core of national or regional economic and social sustainable development.Gansu province per capital of 1,150m3, which is only half of the average, ranks 22 among the country. The severe shortage of water resource is the main constrains for economic and social development in Gansu province. On the study of water resource sustainable using, Gansu province as a unique water environmental system, have the sensitivity and instability of the characteristics. Overall assessment of current water resources using situation, to an in-depth study on water resource sustainable using have great theoretical and practical significance. Based on this consideration, in this paper, deeply understanding the connotation of the regional water resource sustainable using, and expatiating the theory of evaluation on regional water resource sustainable using. Taking Gansu province as the study objective, through analysis the evaluation and the methods of regional water resource sustainable using at home and abroad, using the fundamental orientations of the sustainable development system theoretical model, establishd the index system of water resource sustainable using, and importing the values of situation to token the regional water resource sustainable using, and having analyzed the water resource sustainable using situation in Gansu. We hope to explore a set of scientific methods to enable accurately grasp the changes of regional water resource using and to control in a timely manner and governance measures and formulating reasonable and effective water resource using strategy to ensure regional sustainable development.The results show: (1) The situation values of water resources composite system are ranging from between 0.337 ~ 0.487 in 14 cities of Gansu province in 2005. Although there are some deviations, but the gap is not large. The level of sustainable using of water resources in all cities of Gansu province are the weak unsustainable state, the results of the sort: Longnan(0.487) > Zhangye(0.483) > Gannan(0.459) > Pingliang(0.410) > Jiuquan(0.401) > Lanzhou(0.388) > Baiyin(0.385) > Qingyang(0.377) > Jiayuguan(0.375) > Tianshui(0.371) > Wuwei(0.370) > Jinchang(0.367)>Linxia(0.362)>Dingxi(0.337), which is in accordance with the situation of using of water resources in Gansu province.(2) The oriented indicators are under threat or good grades in all cities of Gansu province. Through analysis oriented indicators effect to sustainable using of water resources system: found the energy efficiency and the free are more sensitive; the safety, the adaptation and the co-existence are general; the existence and the meeting are less affected. The contribution of oriented indicators to sustainable using of water resources composite system followed: the energy efficiency(0.154)>the free(0.153)>the safety(0.148)> the adaptation(0.147) > the co-existence(0.146) > the existence(0.131) > the meeting(0.121). (3) The development index of the subsystem in composite system of water resources in Gansu province are the weak unsustainable (WU) or the weak sustainable (WS) state. That is, the subsystems are at a low level of development, in line with the actual development situation of the every sub-systems in Gansu Province. The states of sustainable using of water resources composite system higher rely on social subsystem and population subsystem. the contribution of 5 subsystems to sustainable using of water resources composite system followed: social subsystem(0.214)>population subsystem(0.203)>economic subsystem(0.198)>water subsystem(0.195)>ecological subsystem(0.190).This paper is divided into six parts altogether. The first part is introduction, It is clarify this thesis's research background, significance and establish the research ideas, and expatiating the summary of research progress at home and abroad; The second part is Introduced the concept of regional water resource sustainable using, and related the theories (the water resource composite system, the theory of fundamental orientations of the sustainable development system); Part III is Gansu province water resource using situation, from physical geography characteristic, the economic society development condition, the water resource base condition and the existence question and so on has made the system introduction; Part IV is divided into the evaluation of Gansu province water resource using, based on the fundamental orientations of the sustainable development system model, constructed the index system, then calculate the integrated index and analyze in-deathly the results; Part V is the regional water resource sustainable using control measures for Gansu province. According to previous results, some countermeasures be given. Part VI is conclusion.
