Scientific distribution network planning which can reduce the network power system loss, the system reliability and effectiveness of power system operation can be improved, and the system has an effective way to improve investment returns. Substation planning which has a great influence on the transmission system and users plays an important role in ensuring the economic and stable operation of system. The number of lines the same path can reduced through planning switch station scientific and rational, the higher levels of utilization of substation spacing round and the liaison between the substation and optimize the distribution network structure can be enhanced, the supply reliability of distribution network can be ensured. The research on unified planning of Substation and switch station has certain theoretical and practical value.In this paper, taking load rate as the point, a cost formula expressed by load density and load rate is derived, and a substation planning model in which the minimum annual total cost of specific capacity is taken as objective function is built. Using the proposed mathematical model, the planning of the radius of economic power supply, the power supply an capacity and optimal configured number of substation is carried out.According to the principle of average load rate and the load rate is limited to the conditions, on the basis of load data into the regional power, distribution network will be divided into several relatively independent sub-district, in order to optimize the implementation of the supply area.The location model is presented according to the size of the load rate and the minimum principle of load rate, the optimization algorithm is introduced to the switch station planning and implementation of switch station and the substation planning. Simulation results shows that it is feasible to make planning of substation switch station and has a certain practical value and practical significance by particle swarm optimization (PSO) algorithm.The system of economic and stable operation can be ensured through evaluating the location of the substation. In this paper use the analytic hierarchy process (AHP) to evaluate the substation site. First of all options for each geographical site property analysis, then use of AHP to obtain the weight of all property, finally the total weight is calculated, in order to get the best selection and the rank of substation site.
