Windows Communication Foundation technology which designed by Microsoft company is a complete technical framework for SOA. We can develop distributed application program by using it. It not only integrates the previous distributed technologies of.NET platform in function, but also absorbs the benefits of technology from the programming model and simplifies the application development. Its new characteristic is manifests in unity, interoperability, security, reliability and compatibility.In order to strengthen the management of production and operation of the thermal power enterprises, grasp each unit's situation of production and business operations, it is extremely essential to establish a set of production and business early warning mechanism. For the actual situation of coal prices and the incremental cost of power generation, the early warning system can dynamic control the business indicators, guide the electric quantity plan and the coal-burning purchase. So using early warning system used in practice, production can be directed by economic benefits so as to improve the management level of enterprises.First, we made a brief analysis on distributed technology and characteristics of WCF, introduced the Designing and the realization of production and operation of thermal power plant's early warning systems, then a brief evaluation was made for the whole system. Second, we introduced distributed technology of WCF based on the thermal power enterprise's early warning system. Through establishing their own WCF service to make more thermal power enterprise's production data processed centrally by center information system, and the relevant department of state power can get different business operation data by means of establishing a cross-regional and cross-platform global early warning system of thermal power production and operation of enterprises to Monitor and manage the production and operation of enterprises timely and effectively. Finally, we made an objective and comprehensive analysis for system's advantages and disadvantages, and proposed some further improvements.
