The Research To Settlement Characteristics And Planning Strategy About The New Rural Construction Of Xi'an City

Abundant agriculture is the basis of jail foundation, while national security needing wealthy farmers and stable society needing stable country. With coming to the Industrial society, the stable and development of Chinese Rural has been coerced into the national modernization, which isn't a simple problem of agriculture and farmers any longer. The construction of New Rural is an important part of solving farmers', agriculture and rural issues, well-off society, accelerating the process of urbanization, urban and rural overall development and building a harmonious Society.The major of this article is the New Rural construction of Xi'an city under the scientific concept of development, while following the pace of the Country and Xi'an city. Reference from successful experience of the first places of motherland and abroad areas, this article designed the target of New Rural construction of Xi'an city from three different perspective of government, expert and farmer, which is ecological building, economic development, social transformation, space reconstruction, landscape representation and democratic management, after getting a comprehensive review of Xi'an city's rural issues, sorting out the main problem and causes of the developing problem.Next, this article proposed seven kinds of suitable models about the New Rural construction of Xi'an city as the characteristic agriculture leads, the tourist leads, the technical resources leads, the industrial and enterprise leads, the urbanized and community transformation leads, the subject to convergence and service oriented, the relocation and aggregation development, then designed the overall development path which is making the same equivalent of urban and rural areas as the master line, taking the economic symbiosis as the power, taking the convergence society as the guidance, taking the transportation connection as the support, taking a unity in diversity as safeguard, after summarizing the successful experience about the New Rural construction of Xi'an city, under the guidance of the logical framework about the New Rural construction.Thirdly, according the law of rural spatial evolution and the composition of elements of economic and social development, this article proposed the planning model of the New Rural construction from three aspects as the public space location, the village overall layout and the neiborhood organization, especially deduced five kinds of layout modes as delegation style, banding patterns, function portion type, street type, Zhong Xing Gong Yue type, and three kinds of neighborhood organizational model as all modular-Ex, street style and mini-neiborhood style, to guide the New Rural construction.Finally, to be better promotes the New Rural construction planning and further consummate the system info about the New Rural construction of Xi'an city, this article proposed eight kinds of specific strategy as the goal construction, the penetrate investigation, the ecology development, the industrial advancement, the land circulation, the technical impetus, the democracy construction, the social security, which can instruct the order development of the New Rural construction of Xi'an city.
