After the 21st century, our country social economy's development then drove into the speedway, the shipping industry has reached a development period of unprecedented prosperity, port freight volume sharp growth, brought the navigation ships tonner along with it to increase, the ship's speed sped up, the harbor and the nearby waters ships' density was getting bigger and bigger, enables the navigation environment to have the change, the harbor aquatic traffic accident has sometimes occurred. Because the water traffic accident increases day by day, many scholars interest in study of the navigation environment risk assessment. For the past many years, the domestic and foreign experts have done the massive research work from the different angle on the navigation environment risk assessment. Shipping industry developed countries such as Europe and America, especialiy Europe, attaches great importance to water traffic safety research, develop the water traffic safety system by the systems engineering theory, and establishes each kind of risk assessment model using the newest theory method and the information technology analysis, proposed that each safety control countermeasure, fundamental to reduce the number of maritime accidents to the whole society can accept level.This paper analysis principles and the application of risk assessment methods base on inspection on a large number of academic achievements at home and abroad, founds that despite there are many risk assessment methods, but which applicate in risk assessment of navigation environment is very little, so, the authors will apply matter-element analysis method, which is a usefull, easy conculate to the risk assessment of navigation environment.Firstly, the paper analysis water safety management status of main channel waters of Lianyungang, which obtain port and channel status and planning, the natural environment, navigation environmental, traffic conditions and traffic accident and so on. Through analysis of traffic accidents, obtained the regularity of Lianyungang Port waters traffic accidents in time and space, and then identify main causes of water traffic accident of Lianyungang port.Secondly, select the matter element analysis as the evaluation method in this study through comprehensive many kinds of risk assessment methods.Carry on the questionnaire survey through ship officers, shipping researchers, shipping management, based on analysis the caused of traffic accidents in the water, unifies the domestic and foreign literature material to determine the indicator system of risk assessment. And then establish risk assessment model of navigation environmental of Lianyungang port approach channel.Finally, it calculates the risk assessment results:the security level of navigation environmental of Lianyungang port approach channel water is low risk. Through the computation, obtains the risk assessment result:The Lianyungang port puts into port the route waters security rating for the low risk. According to the result of risk assessment, as well as the conclusion of water traffic accident statistical analysis, proposed the risk control suggestion of navigation environment of Lianyungang port approach channel.
