Now, the situation of the building energy consumption in China is badly stern, which shows the features of large gross,high proportion,low efficiency and heavy pollution. So the Eleventh Five-Year Plan for National Economic and Social Development defined the building energy conservation as one of the ten key energy conservation engineering. The implement of energy-saving in construction touches upon the success or failure of our national energy strategy as well as overall national economic and social sustainable development. According to the development of energy saving house only has a short history in china, it is the weak link for the energy conservation, up to now, still our country does not have a comprehensive appraisal targets for energy saving house, set up and perfect a comprehensive energy saving house appraisal targets become the key of the energy saving house assessment.According to the residential development trend and residential energy consumption in china, this paper analyzes the latent that our country is pursuing the energy conservation in building, and some problems that may occur throughout the course of building energy conservation. Based on system engineering theories,sustainable development theories,life cycle theories and Comprehensive evaluation theories, this article analyzes the existing energy saving technique and standard, and the necessity of making up the evaluating indicator of the energy saving house from the government and user's angle, with the game theory, among the government,developer and user. according to the principle and process of making up the energy saving house, with analytic hierarchy process (AHP),Delphi technique methods,brain storming (BS),questionnaire survey procedure,vague comprehensive evaluation,life-cycle econometric model methods,artificial neural network technology assessment, from the standpoint of the government and user, makes up two set comprehensive appraisal targets of the energy saving house. In the governmental view, based on the influence basin of the energy saving house, divides the energy saving building evaluating indicators into material indexes,environmental indexes,economic indicators and social indicators, that four first-level indexes, and subdivides into 12 secondary indexes; on the user's hand, establishes one comprehensive appraisal targets that contain economic indicators,secure indexes,environment indexes and durability indexes, subdivides into the other 12 secondary indexes, according to the life cycle theories. Then, takes the user for instance, through the charrette and the specialist's scores, by the analytic hierarchy process (AHP), the weight of each index is calculated, evaluates the energy saving house and gains the order of evaluation using fuzzy comprehensive evaluation(FCE method). Though the external analysis, analyzes the advantages that the energy saving house can take to the government and the user qualitatively, and introduces the use methods of these indexes simply. At last, according to the exiting problem during the development process of our country's energy saving house, from the following three aspects: constructing the legislation and standard system, accelerating the scientific and technical innovation, formulating business stimulating measure, advances many reasonable proposals for developing energy saving house.
