Most of lower reaches sluices of the yellow river had undergone lone time. During the serving time, most of these sluices were continuously damaged, as the result of water flushes, abrasion of bedload, temperature tress, denudation under freezing and thawing, concrete carbonization, chemical erosion and so on. There into part of these sluices were hardly destroyed, which seriously affected the normal development of engineering performance, threaten life and property safety of people lower reaches, and restrict national economy. Because of the long time running, furthermore no Homologous criterions and ordains was published before 1998, few appraisal work of the Yellow River sluices was developed. Many sluices have hidden trouble of safty. For the sake of healthy running, we must exactly detect and evaluate the currently actuality.This paper introduced the general situation of lower reaches of the Yellow River, stat the number, building year, run time, and essential problem of the lower reaches sluices. Then analyse the principle from concret cranny, leakage, denudation, washing, abrasion, air erosion and so on, which offering according to build scientific and reasonable index system. On the foundation of extensive investigation and colletion of experts' opinion, Three class index system was buiult, which can wholly reflect running status of sluices.The weight was determined by inviting experts filling the table 《The Investigation Table of Index importance》 . This paper consists of two methods, one is comprehensive evaluation model of matter element and extension, and the other is fuzzy matter-element analysis based on Euclid approach degree. The process is :Inviting a number of experts fill the tables, then static all the datas, calculat those datas using these two methods above, last attain the result. The result had been already checked up by practice.For conveniently using, Quantitative Evaluation System of Sluices' Aging Deterioration has been developed on top of Visual Basic environment. This system makes the evaluation works more conveniently, more efficient, and more exact.
