Power system fault diagnosis has been a hot research topic and has great practical value. Complete access to fault information is the foundation of power system fault diagnosis, and the timeliness and completeness of accessing to fault information determine the effectiveness of fault diagnosis.This fault diagnosis system get fault information mainly from SCADA/EMS and fault information system. Currently, information-sharing and interaction between the two systems are very difficult, even not possible to obtain information, due to inconsistencies in technical specifications, data specifications and communication protocol. Fault information is not complete and the format is not unified, reducing the efficiency of fault diagnosis system, affecting its practicability.In this paper, based on IEC61970 and IEC61850, through the power system failure information modeling, as well as the extension and coordination of IEC61850 and IEC61970 models, the unified model in UML is established, the problem of the deficiency and standardization of fault information have been solved, and the fault diagnosis communication system with interoperability is constituted. The CIM in UML is then processed since it can not be directly used for fault diagnosis algorithm. First, The CIM in UML is converted to CIM in RDF, and then to establish the drawing of substation integrated with SVG graphic element databases. After that, the topology of the network is extracted, and a data structure, which is applicable to the fault diagnosis algorithm, is defined. This data processing reflects the parameters and relations of power system equipment well, but it lacks an intuitive graphical network, which is difficult to read for users. Based on ActiveX control technology, a power system fault diagnosis simulation platform is designed, which realizes Graph-database Integration through the integration of graphic information and database. The power system fault diagnosis simulation platform makes the network graph generation, editing, and data reading more convenient, and enhances the interoperability of fault diagnosis system.This fault diagnosis communication system is proposed to realize seamless communication with the information platform the system supports, avoid the complexity of communication protocols and data conversion, have good versatility and portability, solve data integrity and consistency problems, meet the the need of network interoperability, realize fault diagnosis real-time online basing on distributed heterogeneous system, and can share fault diagnosis results with other systems.
