The dispatching automation system of power system and its relevant technologies have been developed greatly in the past years. Unprecedented development has been achieved in operation monitoring, administration and analysis of primary power network system. As the intelligent terminal equipment to realizing the automation system of electric network, relay protection, security automation device and fault recording device have a high informational and intellectual level. However, to the dispatching operation administration, the dispatching operation administration automation requires a better capability of secondary equipments management, operation state monitoring, setting of relay operation value, and the utilization of the records of power network abnormity and fault information of secondary equipments.This thesis presents a design proposal of relay protection and fault information management system according to IEC 61970, IEC 61850, the relevant international standards, basing on the advanced distributed system technology. This system is constructed on the software development platform that bases on the object-oriented, modulization and distributed system structure. Hence the system has good attributes including maintainability, expandability, and openness.Modeling and analysis of the primary system and secondary system of the relaying protection and fault information system are discussed separately in this thesis. In order to meet the development requirements of the engineering construction and advanced application, the model of primary system takes the CIM model in the IEC61970 (including component model and topology model) as reference and expands CIM according to the system's practical application.
