Recently, the contradiction between the supply and requirement of urban transport, especially the environmental contamination, the economic and safety problems are increasingly severe. According to the domestic and overseas research findings, it has been proved that public transport is the most effective solution to those issues stated above. In the meantime, the priority of public transport should be recognized as one of the key point to the strategy of urban development. And both infrastructure facilities and operations management should lie up to the principles of the priority of public transport, and be based on the enhancement of the capacity and the level of service. Thus, people would prefer public transport while travelling.In this paper, the application of GPS in Intelligent Public Transport System is introduced. And the application of GPS vehicle positioning technique to the real-time collection of operations information for public transport is proposed, which could promptly monitor the status of running vehicles and the level of service, so as to improve the stability and LOS of public transport.The real-time prediction model for bus passengers flow is first introduced in this paper, which is based on the technique of GPS and IC Card. And then, the optimization of the departure interval of bus routes is presented based on those data. Afterwards, a model for departure interval of buses, which is based on real-time information of passenger flow, is established and solved by genetic algorithm. Further, the control strategy of dynamic dispatching is put forward based on the obtained departure interval, which aims at real-time control of dispatching, particularly the early and late. Next, a more practical model of dynamic control is set up.Finally, a case study has been done to testify the established models mentioned above, and synthetic analysis is conducted to find out the effect of applying these models. In the case study, the object of study is No.81 bus route in the city of Chengdu and the basic data of GPS is derived from the investigation for the public transport in June,2008.
