The supporting plan of basic education facilities is a very important specific plan of urban planning, and it's an important issue related to people's livelihood. At present, the supporting research of basic education facilities is mainly concentrated on urban built-up areas and rural remote areas, and it gives few concerns to the area of urban fringe which is a mixed region between the urban built-up areas and rural remote areas. The urban fringe is a transition zone for city development. Today's urban fringe areas will gradually evolve into urban built-up areas with the expansion of city size. How to improve basic education supporting facilities, solve the basic education problem of school-age children and improve the condition of the basic education facilities properly in the transition zone has important practical significance.This paper focuses on the present situation of primary and secondary school education facilities in Xi'an urban fringe areas, which includes the amount of the overall configuration, the use of present condition and the radius of the actual services. It uses the method of field research and statistical analysis to contrast the present condition of the education facilities of the schools in the urban fringe areas and city areas between that of the schools in the rural areas. Through the detailed comparison, the author sums up the gap between the basic education facilities of urban fringe areas and that of urban built-up areas and the differences between construction standards of the urban areas and rural areas. It also sums up the existing problems of the education facilities in Xi'an urban fringe areas. On the basis of summing up the existing problems, it deeply analyzes the various causes of the formation of current problems. Through the questionnaire, it knows the real living situations of the residents of all walks of life, their children's school needs and their satisfaction degree for basic education facilities in Xi'an urban fringe areas. Taking full account of the demand for schooling of their children, the author put forward a suggestion that basic education facilities supporting standards in Xi'an urban fringe areas should be adjusted, which includes the size of school classes, land size and the radius of the school services. Finally, it proposes some measures to solve the existing problems of basic education facilities in urban fringe areas.
