With the fast development of our country's economy, the demands of railway transportation are getting more. The railway transport capacity is nervous. Locomotive are power of railway system and its efficiency effects the benefit of railway system.This paper researched on the use of locomotives and locomotive operating system and proposed a new method that locomotives turnover in unfixed sections. This paper also deeply analyzed locomotive turnover mathematical model, which can be seen as a multiple target problem with aims of min-number and equilibrium of locomotive use. Based on the model Hungarian algorithm is used to solve the problem. It finally obtained the goal. A new optimization method for optimizing the equilibrium of locomotive use has been presented in this paper. By changing the standard of station stay-time to obtain new solutions in which we can select the best one. The result is that min-number of locomotive and equilibrium both meet. New solutions make the locomotive working program stable.Paper designed locomotive working diagram emulation system. Data modules, arithmetic modules, drawing modules and index calculation modules are designed. For the given train running draft, the optimized locomotive working plan can be obtained.In order to verify the feasibility of models and algorithms, paper gives 46 lines' revolving program in 3 sections of Jinan Railway Administration and gives locomotive working program. The result is new scheme reduces time used to 5% and one locomotive saved. The final locomotive working plan is obtained with high stability.
