The monitoring and control system, as an important part of component railway informationization, has the abilities to provide intuitive and advanced assistant decision means for train dispatching, rescue command, disaster prevention, passenger service dispatching, and so on. The goal of this thesis is to meet the development needs of railway informationization and integrate the monitoring system into railway information system to implement the smooth operation of aided the whole other system, which achieved to a safe operating environment of the technical security.With the development of computer technology and the scale-up of application field for monitoring and control system, traditional monitoring and control system does show its shortages. The thesis analyzes the basic situation of traditional monitoring and control system and points out that traditional monitoring and control system does not meet online-expansion, fault-tolerance and online-maintenance in many aspects such as system architecture, software component technology and communication model. In order to solve these problems, the paper puts forward the solution project which is based on ADS technology.Based on the analysis of railway signal monitoring and control system feature, combined with the ADS technology were discussed railway signal monitoring system designed and implementation. The paper main work is adopted ADS thought designed railway signal monitoring and control system structure, communication mode, the reliability of the system and system fault mechanism and simulate the key problems of the carry out system.It is used the ADS technology carry on system's construction by analysis of each system branch.The paper has analysed the data streams of different communication property which flow in railway signal monitoring and control system and divided the data into three types, which is, period data, control data and information data. According to different data streams divided the data into different data field, it designed the detail of data field.Apart from those works, the paper designed communications content code of the data and the ADP implementation principle and communication data format. In this paper, it takes the switch and railroad as an example desiged the detailed of the content code. At last, it is designed the fault-tolerance and self-discipline coordination apply in monitoring and control system.The introduction of ADS technology is complete the design of the monitoring and control system, using the Lab View as the system development platform to discuss various key techniques of the railway signal monitoring and control system achievement. According to designed and simulation each functional module which including data sending and receiving, on-line expansion module, on-line fault tolerance, the system achieved online-expansion, fault-tolerance and online-maintenance function. The monitoring and control system of railway is the system of monitor information numerous and diverse, data various, alternately frequent interaction. It is completely feasible that established the railway signal monitoring and control system applied the thought of system construction that based on ADS technology.
