Water resource is one of the most valuable natural resources that human rely to live. It is also the material basis of economic development and ecological environment. There is no life without water, and there would be no social development either. With the population growing continuously and the society continues to move forward, there are the following problems. On the one hand, with the living standard improving, the demand of water resource gradually increase, which lead to serious contradiction between supply and demand, on the other hand, waste and pollution water is increasing, the environment is severely damaged and frequently occurs negative impacts as human beings exploit water resource unreasonably. In today’s economy and technology highly developed society, people become more and more aware that water resource will be the important bottleneck that restrict social development and human progress among most natural resources. Water resource is influencing global environment more and more with each passing day, and it may lead to conflicts between countries. We must exploit and use limited water resource reasonably in order to meet with the needs of social development and economic gain. Only in this way can we realize coordination among water resource, social economy and environment, and promote the sustainable utilization in water resource.For the first, this thesis put forward the background, purpose and meanings of the study, based on analysis of the water resources situation in China, Jiangsu and Wuxi. It outlined the present study and results on sustainable utilization and optimal allocation of water resources, as a guide for this article. On that basis, sustainable utilization and optimal allocation theory of water resources were probed into and became the theoretical support to this paper.Secondly, in this article water resources in Wuxi were classified, water structure quantity and quality was analized and the influence factors were summarized. It studied the related policy situation, and grey prediction method was applied to predict the future status of Wuxi’s water supply and demand. Based on the theory and analysis, a suit of scientific and integrated evaluation indicators of water sustainable utilization system was set up on four aspects about coordination level between water and system, social, economic and environment. Taking the current conditions of Wuxi into account, this thesis looked up in many yearbooks from2005to2010, collected datas related, then applied analytic hierarchy process method and expert evaluation method to determine the index weight. Afterwards synthetical index method was applied to evaluate water sustainable utilization level of Wuxi, and the detail analysis of the evaluation results and reasons were made.Lastly, this paper put forward some pertinence and effective suggestions for Wuxi optimal allocation of water resources, based on the evaluation results and reasons. The purpose is to alleviate the growing contradiction between water supply and demand, and realize the sustainable use of water and sustainable development of society.
