Owing to the electrical energy is in shortage in the industry society, it's significance to improve energy consumption factor that the power department gets the user's load information timely, according to which it makes the prompt control of scheduling. Using AMR terminals based on SCM or ARM7 has become a trend. But those terminals don't satisfy power department's refined requests to load control because SCM processing rate is low and ARM7 is lack of MMU.A load control and management system based on ARM9 and GPRS is proposed in this paper. This system consists of meter installed in the subscriber, load control and management terminal installed in user area and Master in power department.Embedded technology is adopted as platform of terminal, Samsung S3C2440A as microprocessor and Linux as OS. Data acquisition and processing and communication are realized by using C language. The terminal gathers electrical data through RS-485 bus. Then it sends those data processed to master through GPRS network.Master is constructed by using object-oriented data model and simulated as a series of logic devices in this paper. The master communicates with terminal using C/S model and receives data from terminal. It analyses those data, then displays and stores them. At the same time, the master sends control demands to the terminal according to analysis results. It realizes remote monitor load control management terminal and monitor meter by terminal.The feature of this design includes three parts. First, it improves the precision of the system by using ARM9 microprocessor with high acquisition rate and processing capability. Second, it realizes wireless gathering and real-time monitoring by wide band GPRS network. Third, it enhances response speed of the system by adopting Linux 2.6 kernel with high real-time.This system has been tested by the power department. It can read meter swiftly and be real-time in practical application. This system can meet power department's demands basically. It provides technical support for improving management level and electricity consumption management modernization of power department.
