In recent years, China's urbanization process is accelerating. Mutual cooperation among cities has become more frequent. Guangzhou-Foshan is a typical example of the gradual rise of urban agglomeration. The corporation between Guangzhou and Foshan has reached a certain extent in which sharing the resources and the complementary advantages, in order to promote faster development of the overall economy. As the Guangzhou-Foshan emerging pace gradually quickened Guangzhou-Foshan Metro becomes the first inter-city metro system, and it has a very important meaning for other domestic inter-city metro system with the similar approach.Automatic Fare Collection system is a very important for Guangzhou-Foshan Metro. Nowadays, in most of the metro system, nearly 50% of the revenue is coming from the Automatic Fare Collection System. Guangzhou-Foshan Metro has some unique risk that other metro system does not possess due to the following facts: complex investors'composition, different construction mechanism, and very different user group and mode of operation. In order to ensure its smooth opening and stability, understanding Guangzhou-Foshan Metro Automatic Fare Collection System's Risk and control method has become an urgent task. In this article, Guangzhou-Foshan Metro and Guangzhou-Foshan Metro Automatic Fare Collection system's characteristics and mode of operation will be presented, the policy risk, construction risk, operation risk factor will be analyzed, and the system risk will be analyzed base on the pre-construction period, construction period, and operation period. This article integrated a variety of research methods such as literature analysis, systems analysis, questionnaires, analytic hierarchy process, and inductive analysis to analyze and draw conclusions.This article is divided into some parts which are origin, analysis and conclusions Origins mainly described the background and significance of this paper in order to determine the object of study of this paper. Analysis part will first introduce the base and the operation mode of the Guangzhou-Foshan metro. Second, systematically propose the risk of the Guangzhou-Foshan metro Automatic Fare Collection system. Third, using analytic hierarchy process and expert grading system to analyze Guangzhou-Foshan metro's risk and draw a conclusion about the main risk and its cause. Last, propose corresponding control method for the main risks. Finally, the conclusion, summarize this researching process and bring forward the forecast of the risk management of the inter city metro system.
