The Gaolan Port multi-purpose dock project construction is the main harbor district in Zhuhai harbor plan, the important component of the Gaolan Port. As the rapid development of the business, the Phaseâ…¡multi-purpose dock of the Gaolan Port is in plan to satisfy for the sustained development needs in the future, such as, to develop the port capacity, to raise the loading and unloading ability, to fit for smaller ships, as well as to meet the various needs of the harbor. Engineering construction scale is three 5000-ton multipurpose berths in the near future; forward there will be two 20000-tons container berths and the water front length will be 505 meters. Maximal region depth is about 620 m. The dock handling capacity is 1,200,000 /years for the sundry goods, 100,000 TEU/ years for containers. The project will take full advantage of the local natural conditions, build the corresponding dock,and make use of the resources of the Zhuhai Harbor. The project will be the implement of the large-scale berth of the Gaolan Port district in Zhuhai Harbor, which is suitable for the loading and unloading of smaller ships. Finally it will raise the capacity of the Port and promote the rapid growth of the Port.To ensure the feasibility on the technology and rationality on economy of the project scheme selected, avoid the significant economic losses by wrong decisions, it is necessary to study and argue the port project construction scheme before the investment. The thesis is concerned on the study and argument of the project schemes, select the optimum scheme, which is more objective, science, and easier to handle. Therefore, it can ensure the smoothly program of the Gaolan Port multi-purpose dock.Investment selection (construction) is necessary stage from the perspective of economy and technology, as well as the important component of the projects evaluation. During the selection of the project scheme, we can not only compare the technological and economic part from the overall scheme set off from project scheme entirety, but also compare special factors from certain parts. The dock construction scheme selection refers to design, construction, and usage and so on. When some project construction is in plan, the best scheme needs to be selected from many. Due to the complex influencing factor and many of choices, it is hard to get the evaluation result. Firstly, the thesis introduce the main designing scheme from the plane layout,loading and unloading technology, waterworks, land reclamation and so on of the Gaolan Port multipurpose dock, which make up of several alternative schemes. Secondly, after studying the project evaluation theory together with the realistic situations of the construction, the project construction scheme evaluation system is built. Then, analyze main factors, study the relation of every index, carry out primary election and optimizing out four combination schemes.For the general evaluation of the four combination schemes, the thesis set the two-grade evaluation: grade one for construction quality, duration and expenses; grade two for technical reliability, risk controllability, construction technique, material supplies, cofferdam impact, process complexity, construction ability, experience and budgetary estimates. On the basis of getting the weight matrix of every factor in four combination schemes by AHP, checking the consistency, build factor set and appraisal set; ascertain the index weight by Delphi Technique. In the process of overall evaluation, ask five experts to carry out a marking on the grade one and grade two indexes; analyze the marking results; structure the appraisal set of every index. Evaluate every constriction scheme in general by FCE and get the optimum scheme. The general layout selects bundline continuous scheme, the dock water front is long 505 ms, locating along the water front terminal of the Nangang pool in the south water operation area; intend to build three 5000-ton berths. Maximal rear land region depth is about 620 m, joining the Gaolan National Dock on the east, bordering two 5000-ton berths of Gree's port administrative affairs. Hydro-structure chooses front and back cushion cap, link-banked structures and drainage solidifying scheme; loading and unloading handicraft adopt RMG system to pile up the handicraft pattern; land region formation adopt the grit backfill; foundation treatment adopt preloading. The project is made up of four investment estimation of constructioncombination schemes. After comparison, combination scheme one is the best, the overall construction expenses are 77,846.09 million Yuan. The EIRR and FIRR of the scheme are both more than the 8% social discount rate, so the scheme has good social benefits that does good to the country and relevant department. The project construction has important significance to Zhuhai Harbor, Gaolan Port as well as the south water operation area. Being a project with feasibility and maneuverability in the field of the technology and construction, as well as rational investment, the scheme should be carried out ASAP.In the thesis, after comparison and selection of Port construction schemes, subjectivity and blindness in investing in decision process is decreased; increase the investment returns, reduce the investment risk, optimize the allocation of resources, and provide scientific proof for investment decision and capital operation of enterprises. Ascertain the project construction scheme rationally will have significant impact on the success of the project. It is beneficial to strengthen the decision ability of port construction projects, thereby get good economic effect from the investment and realize virtuous circle on the development of the harbor.
