In the current situation of the cost control in the field of architecture engineering in our country, we focus on the construction stage—auditing the working drawing estimate, reasonable balancing the construction project cost and breaking down. If we switch the keystone of the cost control to the earlier stage—the design phrase of the project, we can control the cost of the construction cost more efficiently. Through summarizing and analyzing the cost control methods in domestic and international architectural field and finding the gap and shortage, this paper puts forward a new idea suitable for China's national conditions. This new idea is quota design method based on the principle of value engineering(VE).We also have proved the validity of the method by case analyzing. The specifically contents of this article are as follows:First of all, we review and summarize the cost control methods in history and status quo. Through comparing the cost control methods in domestic and international architectural field, this paper puts forward a new idea--the quota designing method on the principle of VE based on summarizing the advantages and disadvantages of the cost control methods in domestic and international architectural field.Second of all, we make an analysis about the efficiency, application characteristics and application significance of the value engineering principle and quota design method. We also analyze the deficiency of the application of these two theories separately. In addition, we put forward a theory thinking and method of combination of the two theories. Meanwhile, we set up an optimization mathematical model of quota design method based on the principle of value engineering to control the cost.Third of all, from the aspects of main structure design, foundation design and the architectural decoration design, we respectively make a qualitative analysis on the factors affecting the cost control in the stage of designing high-rise building program. In addition, we also use the analytic hierarchy process to calculate the influence degree of every factor. The influence degree is weight coefficient. Besides that, we have proved the remarkably effecting of the quota design used in cost control based on the principle of value engineering. The conclusion is that the quota design method based on value engineering not only successfully limits the investment under the quota, but also maximizes the value of the project.
