The essential of the regional forestry ecological engineering is the spatial allocation of the shelter forest that demanding measures should be suitable to local conditions, and countermeasures should be taken to combat the calamity in order to promote the ecosystem toward benign direction circulation and strengthen the stability of the ecosystem. For the ability of the obtaining spatial information and analyzing relevant data of different sources, the "3S" technologies have become a powerful and efficient tool to study spatial allocation of the regional forestry ecological engineering.At first on the bases of analyzing the relationship between the vegetation index NDVI of the remote sensing image and the vegetation coverage, combining the geographic information of slope, aspect and the altitude, a linear regression model with regard to the remote sensing and geographic information has been set up to calculating the vegetation coverage of every pixel. For in the soil erosion monitoring model and the study of the regional change, the quantitative information of vegetation coverage plays a most important role.Secondly, in this thesis by way of the fusion of 10m multi-spectral image and 5m Panchromatic image to enhance the spatial resolution, combined the aerial map, forestry resource investigation materials, rainfall and observation data, and the data is taken from outside investigation, all the factors of the equation of water and soil erosion model is calculated. The amount of soil erosion annually in the unit of 10m 10m of the whole watershed have been got finally.Utilizing the quantitative analysis of current situation of soil erosion of the Gongbiela river watershed, and combining the land-use and the relevant classification maps, the area of the erosion modulus is greater than 2500t/km2 is divided into the managing area especially. The area of water and soil conservation forest, the water resource protection forest, the surrounding area of the reservoir and the nature reserve area are divided into the preventing area especially. And various kinds of water and soil conservation forest layout is carried on scientifically.Besides, on the basis of the comprehensive analysis the abilities of soil water reservation volume of different forest-types, the optimum forest coverage is determined considering the soil water reservation volume in the larger frequency storm by the parameters of soil and water conservation. Following the theory of landscape ecology, the landscape ecological structure is analyzed using GIS technique and statistical model of factor analysis and spatial cluster analysis. Every landscape patch is analyzed and assessed by thirteen influence factors and is given a mark in an order synthetically. According to the landscape ecological functions evaluation the paper points out the problems existing in the forest structures in the region, and on the basis to carry on spatial landscapes planning.In a word, this thesis attempts to build and apply some models to meet the demands of the regional forestry engineering construction. By way of analyzing the water and soil erosion and dealing with the water conservation information to study the spatial layout of resources and make a decision. On the basis of understanding the current situation of forest resources to carry on resource planning scientifically and set up a optimum forestry coverage, rational shelterbelt networks.
