This paper analyzed the present status of water saving agriculture in Fujian, main existed problems were pointed out. It can be summarized as the following aspects-the distribution of water resource was unbalanced in time and space, showy water deficient the coastal area, water logging in spring season, drought in summer season, irrigation works was out of repair, in some areas, polluted water was serious, water lacking in high quality and there people lacked consciousness in water-saving. In addition, with the fast speed of development in industrialization and city, water consumption increased seriously and then crisis in irrigation emerged. So this in rum suggested that it was of importance and necessity in developing the water saving agriculture in Fujian province. For this purpose, the achievements in water saving agriculture around the world were analyzed, meanwhile local Water saving agriculture developmental process, technical scheme and characteristics in different period in Fujian were studied. Then new concept and measurement of water saving agriculture in Fujian were put forward based on many engineer examples.The research showed that water saving agriculture in Fujian should be based on geography, climate, headwaters and economic condition , which helps distinguish the different regions, and make better overall arrangement, adopt the different water saving agriculture technological model. It can be divided into four regions in Fujian: irrigation district of low hills in coastal plain, extrude district of costal island, Hilly area and district of raining-culture and water-saving. The main tasks for water saving agriculture development in Fujian province should be put in the district such as southeast coastland where the water is different, the northwest dry upland, hillside cultivated, meanwhile the contradiction in water consumption between urban and rural or between industry and agriculture sections should be highlighted, several water saving techniques including canal seepage control, salient irrigation should be developed. At last in this paper, four models of water saving agriculture were put forward used in the four regions asmentioned above.Based on the above, six suggestions to quickly develop water saving agriculture in Fujian province were put forward. 1. Adjust measurement and make a reasonable planed according to local conditions. 2. Construction of engineering in water saving agriculture should be speeded to promote the development of high quality agriculture. 3. Studies on the management of irrigation should be emphasized. 4. New headwater of irrigation for agriculture should be exploited. 5. Improvement to managemental system of water saving agriculture and functional mechanism should be deepened. 6. Basic research of irrigation works and education in this field should be reinforced.
