The deployment of forest fire emergency resources is an important part of work in the emergency management of forest fire, and it has direct relationship with the implementation of emergency plans and the ultimate losses of forest fire. When forest fire occurs, selecting the appropriate fire station and vehicle travel routes, and establishing reasonable scheduling scheme meant to win more time to minimize the losses caused by forest fire. Therefore, only the successful allocation and deployment work of emergency resource, can the implementation of emergency plans make the double efficient. On the basis of summarizing the previous studies, this article uses operations research, forest fire theory, emergency management theory, higher mathematics and other theoretical theories to establish the scheduling model of forest fire emergency resource that take "the earliest start-time of fire-fight" and "minimum fire station rescue point" as goals, and is derived and demonstrated by solution of the corresponding algorithm. Finally get the optimal deployment of emergency resources that meet the conditions. The works of this article are mainly the following aspects:(1) Focuses on the analysis of the factors that affect the needs of emergency resource of forest fires. It introduces the main factors that should be considered by fire emergency deployment, and their impact on forest fire. These factors include terrain and vegetation, forest fire behavior, fire fighting ratio, fire-fight technology. Finally analyze the different dispatch methods of emergency resources under different forest fires and different circumstances.(2) Taking fire-fighting tools as study object, introduce the models to determine the number of the fire fighting forces under different constraints(including the control of forest fires, fire restrictions on time and under the loss of fire-fight to determine fire-fight power, reinforced by the number of fire-fight etc), then test the feasibility of the model.(3) Analysis a few basic questions that should be considered when establish the dispatch model of fire emergency resource. On the basis of reasonable assumption, establish the single-and multi-resource deployment model that take "the earliest start-time of fire-fight" and "minimum fire station rescue point" as goals, and discuss the basic data to understand the model.(4) Introduces the shortest path problem and its algorithm. Taking "the earliest time to fire-fighting" as a first priority and "the minimum fire station rescue point" as a second priority, describes detailedly the algorithm of the single-resource emergency deployment model and deployment model, and then use specificexample to validate then feasibility of the theory to establish model and its algorithms.Duing to the complexity of forest fire emergency resource problems, this article do not consider impact the category of roads and fire-fight forces, where to get the transport vehicles, the changes of meteorological factors, the experience of fire-fight on plans of deployment, and need to be further studied in the future.
