Based on sufficient using the results of fertilization, it is a research hotspot to find a scientific, efficient and quick way to evaluate the land fertility. This study attempted to estimate the index of cultivate land fertility in XinHe County by using the form of raster data. This method was used as a benchmark, together with GIS technology and software development technique to research and develop land evaluation system. The features of land evaluation was introduced; the evaluation factors of subordinate function model was established and the membership of evaluation factors was calculated on the bases of the fuzzy mathematical theory and Dutlephy approach; the combination weights of each contestant factor was determined by AHP model. Then the function of ArcGIS was calculated to estimate the index of the land fertility; the land fertility level was ranked. The land evaluation system was designed logically and physically which realized routing evaluation of land fertility.Firstly, the fuzzy mathematical theory and Dutlephy approach was applied; the space distribution of every evaluation index figure was obtained through inserted kriging on sampling points evaluation factors. The evaluation of land fertility of XinHe County was archived ultimately and created a new evaluation and the cultivated land fertility level.Secondly, the results showed that through the sampling points interpolation, getting evaluation factor distributing graphs, and then getting raster evaluation map by stacked, and computing each raster graphs, was a more scientific and accurately method, which can reflect the changes of soil sampling points.Thirdly, the system structure was mastered through investigating a serie of ArcGIS application and development softwares. the system on the base of Visual Studio 2005 .NET Framework was designed and ArcGIS Engine and C# were used to achieve land evaluation system.Finally, the evaluation methods of the cultivated land fertility routing was obtained through applying the land evaluation system of land fertility to XinHe County instantiation.
