Study On The Protection Of The Fanjing Mountain Nature Reserve And The Development Of Its Ambient Communities

The construction of nature reserve is an effective means for protecting biodiversity. Since the first nature reserve was built in 1956, 2349 nature reserves have been constructed in China by the year of 2006, which covered about 150 million hectares, and made up 15 percent area of the territory. Nature reserves play an important role in maintaining ecology security, and in promoting the harmoniousness of man-land relationship,and in keeping sustainable development of our economy and society.The Fanjing Mountain nature reserve is the first one in Guizhou Province, which was established in 1978. It gave tremendous influence to the life of the local people, and caused the contradiction between the Fanjing Mountain nature reserve and its ambient communities because the utilization of its resources was strictly limited. This paper analyzed the local traditional ethnic culture, which is bred by the particular geographic environment of the Fanjing Mountain area, as well as the conservational act, which was brought into play by different local minorities in the past. These analyses demonstrated that the resource of the Fanjing Mountain area was well conserved by the fine tradition of the local people's conservation. The author put forward several approaches which could realize the harmonious relationship between the protection of the Fanjing Mountain and the development of its ambient communities according to the present situation, such as carrying out participation management and launching eco-tourism, and so on. At the same time, it should be born in mind that the local people's interests must be taken into account, and the local people's participation must be guaranteed, and the local people's benefits must be ensured. Only in this way can we realize the harmonious relationship between the protection of the Fanjing Mountain and the development of its ambient communities, and can we achieve the win-win between the ecological benefits and the economic benefits and the social benefits, and can we realize the sustainable development of the regional economy and society.
