Study On Relationships Between The Taohongling Sika Deer National Nature Reserve And Adjacent Community Development

Since the Taohongling Natural Nature Reserve was established in1981, it has been restricted the development of surrounding communities and changed the life mode of native residents, which consequently conflicted the adjacent communities with emotion and vandalism. Therefore, the relationships between the Nature Reserve and the development of adjacent communities are in urgent need of investigation.By applying the community management theory, the participatory theory, the theory of sustainable development and the stakeholder theory, this study analyzed in detail the main contradictories between the Taohongling Nature Reserve and adjacent community by Participatory Rural Appraisal and interviewing community residents. The main problems are: the battle for land use right between the Nature Reserve and the community, the battle for the resources use rights, for the benefit of distribution, etc. On the basis of these analyses, this paper concluded that:(1) issued administrative rules and regulations ignore the community residents interests;(2) the Nature Reserve lays particular stress on resources protection, but ignores resource utilization;(3) the community management institution is not well established;(4) professional talents and funds;(5) alternative mechanisms for the development of adjacent communities are not developed.Based on the investigation, this paper puts forward a series of feasible policy to improve the relationships:adjusting the local community industry structure; respecting the economic interests of local community residents and traditional culture; establishing an effective mechanism to promote community development; actively looking for suitable new energy for community residents use; strengthening community residents skills training; detailing of property rights; establishing compensation mechanism; Optimization the Nature Reserve daily management system, improving the management ability and so on. The results of this study will have important significance to the wildlife protection as well as the development of adjacent communities.
