Study On The Relationships Between Nature Reserve And Community Development

Nature reserves are one important cause of the sustainable development in China. Currently, the development of nature reserves in our country is rapid, and the quantity expands rapidly while the quality is desired to be elevated. The construction and management of the nature reserves remains at the preliminary stage and there exists lots of difficulty and issues. There-into, according to the relative laws and regulations, the original producing and living sources of local people have been cut off since those resources, like conversation value forests were divided into nature reserves by the nation. Then the local community people misunderstand that the practice mentioned above is conducted by the reserves, so the contradiction between the nature reserve and community is becoming more and more serious.By means of PRA, the statistical data were acquired, the people's attitude in communities under different social and economical characteristics, and their existing problems and restricted factors were concluded. Referring to the advanced experience on community construction in other reserves at home and abroad, the needs of community people and community co-management were deeply analyzed and discussed, and then the results and conclusions were reached as follows. (1) To relieve the conflict between nature reserves and their community development, we should construct the longstanding and stable interest-coordination mechanism, and search for the harmony and unity between the community development and resources conversation on the basis of the analysis of the needs of people in peripheral communities and the theories of property trade. (2) We should get rid of negative protection of the nature reserves and they can make due contributions to the local in the economic construction and community development. For example, by the ways like introducing in economic development projects and reinforcing the construction of infrastructural facilities, the peripheral economy is likely to be brought along, then the objects of co-existence and co-prosperity between the reserves and communities will be achieved. (3) In view of the duality of community people in the nature protection, we should combine propaganda with the laws simultaneously without any letup. Every one of them will take nature-protection as their willing and soulful deeds unless the protection enthusiasm of community people is motivated, and then nature will be protected fundamentally, and the protection cause will succeed. (4) The co-management is an important way to achieve win-win results for both protection and development, and effectively resolve the contradiction between them. Letting community people take part in the management of reserves fully considers the interests of both the local government and community people, so it can effectively solve the contradiction between the ecological environment protection and economical development, then the local ecological resources and biodiversity can be effectively protected. (5)Three operation modes of community co-management in Longtou village were put forward, that is, the development mode of comprehensive integration, the development mode of human capital and the development mode of Longtou brands . From the application experience of the community co-management modes in Longtou, community co-management, as an effective exploration mode, had showed its unique advantages. The experience, methods, measures and lessons accumulated in this facet would turn out to be unpredictably valuable.Taking Longtou village in Tianbaoyan national nature reserve in Yong'an of Fujian as an example, the relationship between the construction of nature reserve and community development was studied, and the pathways to solve the contradiction between protection and development were analyzed and discussed, especially the community co-management modes. The community co-management modes fundamentally relieved and even eliminated the destruction and dependence of the local people on the resources in nature reserves, so the protection and development were achieved at the same time, which promoted the sustainable development of Tianbaoyan nature reserve and its peripheral communities, and may provide reference for the improvement of the conflict between the reserve protection and community development.
