With the rapid progress of Distributed Computing Technology, Object-Oriented Component Technology and the popularity of internet, it comes a new technology WebGIS, which is an integration of WWW and GIS.WebGIS has now become one of the most important direction of GIS and has been used in extensive domain.As an important part of provincial basal information, the item aims at realizing digital management of the provincial soil erosion information, the zonal water and soil loss dynamic monitoring information and so on.The main purpose of this paper is how to using WebGIS in the water and soil conver-sation Information System to realize the issue of spatial geographic information and, data sharing on the internet, to make people be able to access GIS data straightway via web browser, and to execute such GIS functions as query, statistics, edit and creating thematic map of geographic data and property data.The paper has a in-depth research on WebGIS technology which has been developing with a rapid progress. From knowing the domestic and international development actuality of Water and Soil Conversation Information System and WebGIS technology, to analyzing research procedure, supporting technology and data organization about it, we had mastered the necessary technology to develop a real WebGIS system, and through comparison, we chose a suitable system environment, function modules, architecture and network topological structure.But WebGIS has several urgent problems should be resolved:(1) How to represent the map?(2) How to integrate spatial data and none spatial data effectively?(3) The administration of database.To resolve the above problems, a new schema is put forward. The new schema adopts the 3-tied module, including client tie, application tie and data tie, as the system module.The system is under the environment of .Net Framework. And the spatial information and non-spatial information are stored together. It is designed and exploit the system about water and soil conversation based on the software of GIS- ERSI ArcIMS and the languages, of JavaScript and ASP.Net technology.Finally, we present and validate the instance of this system. The author discuss about the limitations and bugs of the system as well as the future way to improve on it.
