Risk Analysis For Importing American Camelids

The objectives of risk analysis for importing American Camelids are stated as: to protect the animal health of our country, to import new and high quality animal breeds, to improve the development of international trade of animal and its production, to avoid the risk of animal disease spreading in international trade and to protect the safe production of our country's stock raising. We documented nearly all current information relevant to the disease occurring in American cameilids and analyzed the risk in importing them and discussed how to take steps to prevent the introduction of epidemic disease in port animal inspection.According to the standards, " Guidelines for risk analysis ", which instituted by OIE, and following The Administration of Risk Analysis in Importing Animal and Animal Products, which established by AQSTQ of China, and the right and obligation which is stated in the agreements when China entered WTO, we assessed and confirmed the list of infectious diseases and verminosis which American camelids could be infected adopting the methods of qualitative analysis, and this study for American camelids is the first time in China.The risk analysis ranges include alpaca., llama, guanaco, and vacuna. At the same time we take account of the factors of country, different economy levels, geography status, different animal epidemics of different countries, for example, the spread of Foot and Mouth Disease is very serious in South Americans.Taking into account the biology character, distributing, the range of host, introduction, spread and economy effect of the diseases, we confirm qualitatively that 15 epidemic diseases should be inspected as the American camelids potentially infected in order to reduce the prevalence of illness in the animals. Of the diseases those have the most risk getting more attention by China are foot-mouth disease, rinderpest and blue tongue. There are 12 kinds of diseases which have more risk, they are tuberculosis, brucellosis, johne's diseaes, anthrax and so on. There are also 15kinds of diseases which have less risk.On the basis of risk assessment we have proposed a set of treatment measures of system control to deal with the 15 quarantine contagious diseases. The measures also result in minimum risk by good farming management, registration, disease investigation, pre-inspection prior to exportation, issuing certificates after inspection on isolation premises. Based on this research we have drafted "Protocol between General Administration of Quality Supervision, Inspection and Quarantine of the people's Republic of China and Department of Agriculture, Fisheris and Forestry of Australia on Quarantine and Health Requirements for American camelids to be Exported from Australia to China" .
