Backgrounds: The comprehensive prevention and control of AIDS needs a variety of combined prevention and control means, the cooperation of many departments and the participation of the whole society; meanwhile the investment and utilization of the resource are complicated. Performance evaluation on HIV/AIDS comprehensive prevention and control is an effective approach to improve the efficiency of AIDS resource utilization and the quality of HIV/AIDS comprehensive prevention and control. Study on indicator system of Performance Evaluation on HIV/AIDS comprehensive Prevention and Control was divided into three parts: the establishment of performance evaluation indicators system; the development of performance evaluation measurement methods which includes definition, formula and measurement methods; the measurement tools; and the field test of performance evaluation indicators system. After three-round consultation of Delphi-Method experts, the framework of performance evaluation indicators system was established, including six aspects first-class indexes: Needs Evaluation, Organization Requirements Evaluation, Activities and Operations Evaluation, the Prevention and Control Effect Evaluation, Economics Evaluation, Satisfaction and Responsiveness Evaluation; fifty-two second-class indexes. Considering the creativity and complexity of the study, workload high and hard mission, the core of the study includes: the development of measurement methods and tools of the demands and organization requirements evaluation, and the field test of the needs and organization requirements evaluation. Objective: To institute the definition, computing formula, information sources, measurement methods and tools of the needs and organization requirements evaluation by the study on the controlling effect and satisfaction and response indicators of Indicator system of Performance Evaluation on HIV/AIDS Prevention and Control. And by field test to know the information-gathering channels, methods and cost. To study the scientificalness, feasibility and operability of the indexes. To find the main issues in the process of the information gathering and then to develop the solution. So the needs and organization requirements evaluation indexes among the Indicator system of Performance Evaluation on HIV/AIDS comprehensive Prevention and Control were improved.Methods: Through the study of many documents, the deep theoretical analysis, attending the seminar and the creative design, the measurement methods and tools of 15 second-class indexes of the demands and organization requirements evaluation were developed. After then, three counties of Anhui province with HIV/ AIDS high epidemic, medium epidemic and low epidemic respectively were selected to study and investigate. The target groups and agencies were investigated by doing questionnaires which were about the measurement methods and tools, and to interview the relative policy-makers and governors. Gather related information about the needs and organization requirements evaluation. Find the main issues in the process of the information gathering and then to develop the solution.Results:(1) Through reading documents systematically, the definition, formula, information resource, measurement methods and tools of the 13 indexes of needs and organization requirements evaluation had been developed.(2) After the seminar, four indexes as follow were suggested to be deleted: the annual health expenditure in the GDP ratio; the annual public health expenditure accounted for the ratio of health expenditure; the total cost of the local comprehensive prevention and treatment needs; the prevention and control work plan and funding to support government departments in the implementation of matching funds, the establishment of the account management of the proportion of government departments as they didn't meet the actual demands of work and policy or the collection procedures were complicated and they were difficult to define and the operability was not strong. And the 4 indexes are amended as follows: the number and proportion of the local government officials who had received AIDS awareness training; the number of the staff expert at AIDS prevention and control; the proportion of the implementation of special funds which the local government invested in AIDS prevention and control in last three years; the percentage of AIDS prevention and control professional and technical institutions established in the province, the city and the county. Considering one county whether develops AIDS action plan and the strategy plan or not can reflect whether the local government attaches importance to AIDS prevention. Experts suggested adding one index --"whether develop strategic plan or action plan to control AIDS and its implementation". Meanwhile, the definition of the four indexes, the measurement of the seven indexes and the measurement of the eight indexes were amended.(3) Through the field test and the advanced experts'advice, the most indexes had good science, feasibility, maneuverability and reliable information sources ,etc. The definition of one index, measurement methods of four indexes, measurement tools of two indexes had been amended.Conclusion: Through the research, it was found that needs and organization requirements of HIV/AIDS prevention and control were the quite appropriate methods and tools for index measurement. They had some advantages of their own, such as preferable availability and feasibility, simple channel of information collection, low cost, fine representativeness, and so on. Besides, they also had strong practicability. They can reflect local AIDS epidemic situation and the implementation of organization requirements policy, and provide references for policy-makers. But this research is still in its primary stage, waiting for further revision and improvement.
