Along with the enhancement of Chinese social and economy strength, promoting national soft power has become national strategy. As combination of economy and culture, Cultural and Creative Industries have being more and more important in social economy, have become one of the important part of developed country's economy. Simultaneously, Cultural and Creative Industries have been treat as an important chance of developing economy for developing countries. As for Guangdong, a major province of industry, which is now in a critical period of social economy transition, urgently need to carry on industrial conversion and industrial upgrade. As core of the third industry, Cultural and Creative Industries naturally become priority in the new industrial upgrade of Guangzhou province.As an infant industry, Cultural and Creative Industries have not shaped Development Model. How to deliver systematically planting and science guidance, so that this industry can get benign and sustained development? How to avoid Cultural and Creative Industries go to the way of blind impulse development, under the pressure of economy transition and instigation of policy? How to build up a Development Model which fit for Guangzhou features?This essay introduce home and aboard studies about Cultural and Creative Industries. Compare Cultural and Creative Industries development models of Britain, America, Japan, Korea, as long as Chinese cities, Beijing and Shanghai. On these foundations, we roundly introduce strengths, weaknesses, opportunities and threats for Guangzhou Cultural and Creative Industries development. At last, we put forward a development model of Guangzhou Cultural creative Industries. That is government leading and greatly promoted in the first period, market take over and strongly develop in the second.
