Cultural and Creative Industries are high value-added and low carbon consumption green industries which are based on the cultural contents and cored around the creativity by the means of modern technology. Cultural and Creative Industries have become the fulcrums to transform the economic growth and adjust the industrial structure for many countries. Cultural and Creative Industries have rapidly developed in many western developed countries.Recent years, Cultural and Creative Industries have drawn widespread attention and concern. China has advanced Cultural Industrial Promotion Plan. During the"Eleventh Five-Year"period, the government highlighted to promote the cultural soft power in China and enforce the strategy of strengthening the nation with culture. Provinces and cities have introduced various cultural policies so as to promote the development of Cultural and Creative Industries. Developing Cultural and Creative Industries has its own advantages in China. On one hand, China has five-thousand-year-old traditional culture with richness in cultural resources. On the other hand, with China's rapid economic development, people's living standards are improving and great changes have occurred in people's consumption concept Therefore people have grown increasing demand for cultural products. China will be confronted with the huge consumer market of cultural and creative products.However, due to late start of China's Cultural and Creative Industries, China has faced many problems and challenges in the development process. Such as not ideal environment for industrial development, weak awareness of IPR protection, unsmooth in financing. Most of the cultural and creative enterprises are difficult to obtain financial support; they are short of creative talents, the domestic market has suffered seriously from foreign cultural and creative products, therefore, there exists a very large gap with foreign countries etc.How to use their advantages to promote our great development of Cultural and Creative Industries has become a hot issue. During the developing Cultural and Creative Industries, we must adhere to guiding ideology of government guidance, enterprise subject, the market-led and give full play to the government, enterprises, the market role of the three and coordinate the relations among them. At the same time, we should create a good environment for industrial development of the Cultural and Creative Industries: improving the system of intellectual property laws and regulations; increasing efforts to crack down on IPR infringement; improving the capital market system, broadening the financing channels; strengthening the personnel construction in Cultural and Creative Industries. In addition, we should plan the development of Cultural and Creative Industries according to China's basic national conditions--- China is one country whose economic development gap is of serious imbalance, that is, economically developed provinces and cities in the development of Cultural and Creative Industries participate in international competition to meet the international standards, at the same time, underdeveloped central and western provinces and some backward provinces and cities should create local advantages brands according to its own distinctive characteristics and advantages of the development of Cultural and Creative Industries . We should also strengthen Cultural and Creative Industries cluster and scale development and regulate the construction of cultural and creative industry park, give full play to the role of industrial clusters.
