With a personal observation and reflection on the problems of Misamis Union High School and the discussions with those experienced predecessors, this paper tries to discuss the existing problems of Chinese education in Philippines. The external environments include the legal restriction and the lack of language environment. The internal factors include the limited budget of finance for Chinese education, the incomplete administration management and regulations, the shortage of qualified teachers and teaching materials, and backward teaching method.Inspired by the reform efforts and effects of Misamis Union High School, three important guarantees and five effective approaches are proposed to achieve a more effective Chinese education in the multi-cultural Philippines. Three guarantees are the understanding and supports of the government, attention from all walks of the society, and a good environment building for Chinese education. Five approaches are completing the administration and regulations of Chinese school, raising teachers'professional quality, reconstructing teaching materials, improving teaching method and attaching importance to both language and culture, improve teaching quality, establishing unified Chinese school assessment system.
