Since the reform and opening up, China's urban social-economic development has made brilliant achievements under the impetus of urbanization, and it lays a solid foundation for our country's socialist modernization. However, with the rapid progress of urbanization, it also gives rise to a series of problems and contradictions. Some cities blindly expand the city size both in the implementation of space expansion and development, therefore, it brings about a range of urban problems such as the confusion of city functions, overcrowding of city central distract, traffic congestion, imperfect supporting infrastructure, environmental deterioration and so on. In this context, people began to rethink the inadequacy about the traditional model of urban development, and attempt to find a new type of urban development patterns, which integrates urban and rural development, evacuates urban functions and protects ecological environment, ensuing the urbanization process in the healthy, sustained and rapid way at the same time.The paper explore the "modern garden city" theoretical system, definite its concepts, elements, structure and functions, based on Howard's "Garden City" theory. The article's scientific and rational analysis take socio-economic development and natural geographical environmental conditions for foundation, and it from the city's functional structure, the layout of urban organizing groups, transportation system optimization, infrastructure construction and ecological environmental protection and other related aspects to plan and guide, then explore the limitations and adaptability of modern garden city planning and construction, expecting to provide some guidance to the specific planning and construction practice.Through the research, the paper builds up a spatial structure model of modern garden city theory, which should be based on the various forms of functional group, and each group is rationally designed around the urban green-land, where has enough open space, and the model is characterized by urban-rural green land and fast, convenient transport links among the groups. Combined with the empirical study of Jiangbei district in Ningbo city, under the guidance of modern garden city theory, through the specific planning and practice, it realizes the aim to protect ecological environment, the coordinated development of urban and rural areas and give full play to urban function in Jiangbei district, thus erase the pressure brought by the "single center" development on the city, and so as to balance the development of each group, also fulfill the urban development patterns of multi-organizing groups.
