After slow development in Xian Qin and Qin Han over two thousand years, the policies and measures which the government of the "two Han Dynasties "made to solve the problem of the needy group had become gradually perfected, and had been used and developed in the practice and obtained better social and political effects: On the one hand, the policies and measures met the needs of the rulers and attained the target of ruling the country effectively. On the other, the policies and measures protected and accelerated the development of social productive force, and made the society more flourishing.The thesis borrows the theory studying modern social insurance and discusses the policies and measures of the government of the "Two Han Dynasties" from the layer of the needy group to show the special effects of ruling. It consists of four parts:Part I is the introduction, in which the study situations about the needy group of the "two Han Dynasties" and some conceptions are given.Part II explains the causes that the needy group in the "two Han Dynasties" produced: natural factors and social factors.Part III discusses the guiding thoughts on which the "two Han Dynasties"governments cared the needy group: the ancient mass-oriented thoughts and the Confucism after Dong Zhongshu.Part VI emphasizes the discussion on the four levels of the needy group in the "two Han Dynasties" and on the policies and measures of the government.Part V is the conclusion, which summarizes the policies and measurers that cared the needy group during the "two Han Dynasties", and summaries the active role of social development in the "two Han Dynasties" and future effects.
