State terrorism is terrorism employed by governments. It rose in the French Revolution 1789-1815. As a result of the wars and revolutions, state terrorism was in the ascendant in early 20th century. World War II is not only the culmination, but also a turning point to state terrorism. After the World War II, state terrorism almost vanished in the politics of mainstream society. Meanwhile, it survived in the developing countries of Latin America. Super power's intervene is a key cause of such a situation.However, there had been little study on this topic at home and abroad, especially that of monographs. The essay explores the definition, characteristics and changes of state terrorism by analyzing and summarizing the facts relative to it. It carries out a tentative definition of state terrorism and some key elements of it.
