It is in Qin dynasty that a truly uniform empire was founded and the north border area was established in Chinese history. With the rapid disintegration of Qin, through many great wars, the powerful Han dynasty that followed finished the task of unifying the North again. Both the history of scrambling for the north between the Han and Huns and the policy of consolidating the north frontier that Qin and Han dynasty carried out by force are the embodiment, bout and adjust of the strength of both sides, the internal request of amalgamation and complimentary of agriculture and nomadic economy and the embodiment of the thought of the emperor owns a whole world. The foundation of the frontier defense system , which including the city, barrier, booth and fastness, the political partition of eparchy and county, the emigration to the border and construct of martial bases established a strong base to the form of Chinese nationality. Analysis of the frontier defense policy of this period and the impact of it to Inner Mongolia will help us to profoundly understand and explain the great historical contribution of the Qin and Han dynasty to the unification of China.
