Youth Training Scheme, which aimed at the young people who leave the school at the minimum leaving age, was carried out in 1980s in Britain. This thesis systematically discusses the emergence of the scheme. It has four parts. The first part investigates the development of vocational education and training in Britain since the Middle Age. The second part analyses the cause of the emergence of the scheme, developing from the following :one is the influence of the economy and technology change, the other is the effect of the high rate of youth unemployment. The third part introduces the scheme's creation, implementing and characteristics. The last part is an assessment of the scheme upon vocational qualifications and employment.From this study, we can recognize that the school-leavers' vocational education and training is not only important for youth development, but also vital to economic growth and prosperity.
