Nowadays, English has become an international language and the history and culture it bears not only refer to the creation of descendants of Anglo-Saxon. Just like economic development, English has the trend of globalization and the characteristic of localization. Only grasping these two directions can we really understand the Modern English. As a variety in China, more and more attention has been paid to China English. The German linguist and philosopher Baron von Wilhelmvon Humboldt thinks that the language is "the tool by which a nation thinks and makes mental percepts". The accomplishment of language mastering is the symbol of a certain form of thinking pattern. Because there exist the differences between Chinese and English, when describing unique things and phenomena in Chinese society and culture in English, people find lexical gaps, i.e. no corresponding words or expressions in English. China English makes Chinese unique culture, language, things, ideas and tradition enter the international community through transliteration, loan translation and semantic regeneration and at the same time it also absorbs many expressions with Chinese culture connotation and Chinese language characteristics.The paper consists of four parts. The first part is an introduction to the globalization, localization and standardization of English. The second part reviews the development of China English in China, analyzes the times' background of the emergence of China English and makes a distinction between China English and Chinese English. The third part expounds the constitutes and principles of China English systematically from the lexical, syntactical and discourse aspects. The fourth part discusses translating Chinese culture and classics in China English from the turn of perspectives on translatology in the 21st century and puts forward the author's own opinions.English with Chinese characteristics entering the garden of World Englishes can be hailed as a wonder in human beings' linguistic history. The paper aims at making some contributions to constant systemization and standardization of China English, which will promote the communication, understanding and cooperation between the East and the West.
