The teaching material is the foundation and the basis of the classroom teaching. There must be a qualified teaching material for using if we want to improve our classroom teaching. An unqualified or an unsuitable teaching material does not help us reach the goal of teaching that we are in search of. Because of this, that how to compile a second-language teaching material becomes a very important item in the field of teaching a native-language as a second language. We have to compile different types of teaching material for the different teaching goals and that of time-limited. The teaching material of the each category contains its own characteristics; therefore it's necessary for us to discuss the principles of the teaching material compiling, and those of basic teaching materials of listening as well. After analyzing those principles, this article proposes a theoretical construction of compiling teaching material of basic listening for those beginners of second-language learning. This construction composes of teaching material body, the exercises in and out of the classroom, how to deal with the matching problem existing between the listening materials and the reading ones, how to well link up the advanced level, how to deal with cultures which appear in the materials, how to deal with the Chinese characters, the entertaining problems, the quantity of text and the assisting materials.
