Nowadays, globalization has turned translation into a booming industry, in which sci-tech translation is believed to play the most important role, and it is obvious that neither human translators nor machine translation systems can meet these needs alone.In this thesis, the author tries to propose a macroscopic solution to present-day sci-tech translation from the perspective of linguistics and modern organized massive production. Through investigation, the author has found that the specific problems of present-day sci-tech translation facing us are: (1) How to undertake present-day sci-tech translation tasks which are on a large scale and shall be finished in a very short time? (2) How to manage the cooperation among translation resources, namely, the project manager, the professional translators, the translation hardware and the translation software? and (3) How to achieve consistency and accuracy? How to complete the repeated sci-tech materials previously translated by the translator or other translators? How to deal with sci-tech terminologies?In order to answer these questions, the author has carried out a research on machine translation to find out its success and failures under present condition. Moreover, it is impossible for human translators to fulfill modern sci-tech translation task without the help of computer since sci-tech translation requires a variety of knowledge and the analysis of source language text.Aiming to propose a macroscopic solution to present-day sci-tech translation, the author takes a new approach so as to treat modern sci-tech translation tasks from the perspective of modern massive production in industry, thus the concept of project management is borrowed to ensure the labor division and quality control. Due to the development of science and technology and the innovation of translation theories and methodologies, it is theoretically and practically feasible to give a better solution to present-day sci-tech translation. The scientific school of translation theories, taking the prescriptive approach, focuses its attention on study and discussion of translation phenomenon from linguistics perspective and now gets the run. The author attempts to analyze the translation process in Roger T. Bell's scientific view point, i.e. to describe the translating process from linguistic perspective with an inductive approach. The imitation of ideal bilingual translator enlightens the building of translating model, which has three major components, namely, syntactic analysis, semantic analysis and pragmatic analysis. In this point of view, if we want to combine the advantages of both computer and human translator in order to meet the requirements of present-day sci-tech translation, an ideal Computer Aided Translation (CAT) with Translation Memory (TM) is the best choice so far. In other words, an expert system, which includes a knowledge base and an inference mechanism, shall be established as an expert consultant for professional translators. The macroscopic sci-tech translation solution consists of establishing translation memory, TM translation platform, terminology management, TM management and project management, etc., in accordance with cooperation of translation resources, thus undertaking large scale translation tasks in a very short time with consistency and accuracy, completing the repeated translation work previously done by the translator or other translators and managing sci-tech terminologies. Moreover, the evaluation and application of TM systems have also been discussed by the author to make clear the advantages and disadvantages of TM systems so as to see the feasibility of the expert system and the project management. Finally, the author suggests a hybrid system of MT+TM for the future ideal system on the basis of previous researches.As one of the really few researches that have been done from this perspective, this research may have provoked more problems than it has solved, but the author will surely feel fulfilled as long as it has some limited contributions.
