Educational reform has become the trend in today's world, and the basic education reform has witnessed the unprecedented change. However, the fewer number of Infant Normal Schools, and those schools are marginalized in the field of education, and limited attention was paid to by the society, which caused the backward reality of educational reform in Infant Normal Schools. Furthermore, the Fine Art Course has long been regarded as elective or minor course, and less attention was paid to its reform. Infant Normal School is the indispensable component of basic education, and the fundamental stage to the school education and life long education. To develop the Infant education is most significant to develop quality of citizens, to enhance the healthy and sustainable development of economy and society.This paper takes the Gansu Infant Normal School as an example, to explore and study the reform of Fine Art course in Infant Normal Schools. The paper attempts to reflect the New Course Standard and universality and popularization of fine art, to "offer students of different levels with different fine art courses, and allow students learn fine art with different paces."In the practice of educational reform of fine art, we should highlight the teacher -guided, student-centered and take development as the guideline, thus to improve students' ability of cognitive and innovative thinking, and help students cultivate the independent, cooperative and inquisitive learning methods. The students should not only focus on acquiring knowledge and ability of fine art, but also focus on experiencing the fine art and acquiring the aesthetic experience. "Students will acquire the aesthetic experience in the course of creating art form and experience itself, which will help us to cognate the two paths in the everlasting world." This paper raises the concrete theoretical base and practical process of the fine art education reform in the Infant Normal School, and makes practical evaluation and conclusion on the fine art education reform by means of investigating the learning conditions of teachers and students on fine art.What's more, the paper raises some issues needed to be improve and perfect in reform of fine art course for Infant Normal Schools, such as ideals of teachers, curriculum setting up in schools, difference on learning and fine art among students, integration of students' aesthetics, modern educational technology and fine art teaching, etc.. These exploration and research will be most significant to boost the development of fine art education in infant normal schools and to optimize the basic education curriculum reform.
