Idiom is one of the special language of modern Chinese. The use of idiom in official documentary writing can help its visualization and vividness, make the writing read easier, thus make the official document efficiency yield well. This article discusses the characteristics and the law of idiom (include set phrase, phrase, proverb, motto, a two-part allegorical saying), especially set phrase and phrase in official document. This article investigates some representative writings of modern official document on using of idioms,using sampling and statistics methods.There is a common phenomenon of using set phrase and phrase in official document. There are many choices on using of idiom in different official documents, mainly in contents and categories. In official document, quite a few idioms absorb and change the words of other styles of language, give them new meanings, such as from spoken language, dramatic language, medical language, sporting language etc. In official documentary language, the use of set phrase has its functions, characteristics and principles. It's necessary to use phrase in official documentary language. The use of phrase should conform to context and characteristics of official document.
