Putonghua Proficiency Test, which belongs to criterion-referenced testing, examines the level of Putonghua standardization and proficiency of examinees and evaluates the grade of Putonghua Proficiency Test. In Putonghua Proficiency Test, speech test is the only item of test without characters. The item of test is the most difficult either to the examiners or the examinees. The article mainly studies the item of speech in Putonghua Proficiency Test, makes initiative exploration to theoretical basis and assessment criteria, assessment practice and so on, on the basis of which it puts forward the imagination and countermeasures in speech test.The first part of the article expounds the realistic meaning of the research on speech test and its practical meaning and the importance in Putonghua Proficiency Test based on the theory of criterion-referenced testing. The second part explains assessment criteria in the present speech test by analyzing the goal and restriction of scope of speech test, referring to the assessment of large-scale oral tests at home and abroad and combining the characteristic of Putonghua Profidciency Test. The third part introduces briefly the training of examiners, mode of assessment and cost economy, analyzes with materials concerned and theoretical errors at some length and points out that the main elements influencing validity and reliability of test are the singleness of the test mode, the lack of assessment criteria and assessment deviation of examiners from the angel of the status quo of assessment. For the lack and deficiency of assessment criteria the fourth part based on the first three parts, puts emphasis on test operation and puts forward the imagination and countermeasures in speech test, that is, attatching importance to communication skills, improving test modes, defining the connotation of assessment, regulating the present assessment criteria, strengthening the construction of personnels and improving comprehesive qualities.The article adopts the method combining literature research with investigation and analysis. It explores the countermeasures to improve validity and reliability of test and perfects further the test system by analyzing the theoretical basis and status quo of speech test.
