It is imperative to set up the system of the bourgeoisie.In the processing of New Polices .Guizhou province has got some objective fruits.To some certain extent,it laid a successful foundation of the Revolution of 1911in Guizhou After the defeatist of the Revolution. Chain still was a semi-colonial and semi-feudal society.Northern warlords formly unified the country under the support of imperialism.But the state power had the characteristics of feudalism all the same.However, after the experiencing the Revolution of 1911,the concepts of democracy and republicanism has won the most popular support .So it was impossible to attempt to build up a absolute fedual monarchy purely ,including Guizhou.In 1912,General Tang jiyao lead the YunNan army to Guizhou.From then on,Guizhou entered the periods of warlord rule, which made the mountainous areas experience two warlord factions,that is the XingYi faction and the TongZi.In order to strengthen the provincial basis of control,the leaders took a series of measures for the countries political construction in politics,economy,military, culture and some other aspects.Whatever the XingYi warlord faction or the TongZi carried out a series of steps for the sake of maintaining their separatist warlord regimes from several parts as follows:First of all,they implemented the fedual depositism in politics; Second,they tried their best to rob the wealth of the Guizhou people for the military expenditure in economy; Third, they enlarged their own regimes and defeated their enmies in order to improve their reactionary rule in military; Finally,they severely controled the provincial education and confined the thoughts of the popular people in cultural education. However. Despite they had a lot of bad effects, they still did some good things in Guizhou.During the time of TongZi warlord faction,the leaders put up some positive tragedies and economic steps, which enforced the development of Guizhou economy.Take a panoramic view of period of the warlord rule,the main leaders were constanly changed due to the turbulence of the political situation.From the point of consolidating the control,the leaders of Guizhou took the countries construction seriously and also adopted some effective measures, which achieved some good results.From the point of this passages view,we can not pass one-sided judgement on the construction steps,that is to say,we can not say just wrong or right to them.To some objective extent,we should severely criticised the construction steps which were just used for consolidating the warlord rules on the basis of Marxism theories:Concrete conditions require concrete analysis .But at the same time ,we had better confirm some positive measures which had accelerated the course of the socialist modernism.
