Beacuse of the impacts of the government and the chember of commerce, the civilian fire organizations had been changed,even restructed. And the nature of the chember of commerce and civilian fire organizations were also changed. The civilian fire organizations gradually being addicted to the bureaucracy and became Semi-private, semi-official organizations. Accordingly, resulted from the influence of the government, other private organizations claimed to the guide of the government.
