Administrative ethics is what is used in administration .It belongs to applied ethics .To be exact ,it is ethics shown in public administration relations and activities .In China ,it is the necessity ,moral standard and ethical characters formed when the party and the administrative institutions and public civil servants perform their duties .Under the present historical circumstances ,civil livelihood is the one of the masses ,including their material ,moral and political lives .Civil livelihood means to give the greatest care to the greatest masses in a fair way .Civil livelihood is what administrative ethics most concerns ,whose improvement is the standard to value administrative ethics.The masses are the creators of society .Those who have created wealth most it .Society should give them some practical care and rewards .Our state and party put peoples interests first and the care about their livelihood is of course their main goal .With the economic transferring from planned economy to market economy ,there appear many new and conspicuous problems about livelihood for the government to solve .Due to the high pace of global civilization ,international communities are now reforming their ruling .Ways and pay more attention to peoples interests ,So it is with China.The character of our state lays the basic for the care about civil livelihood .The improvement in society ,in the quality of public civil servants and in social system as well as the from-good-to-better trend of development are what have made the care about livelihood possible .The administrative body should have the awareness of service ,the strong sense of responsibility ,and dare to stick to justice and be honest .It should take actions to improve civil livelihood in material ,morality and politics ,Caring about civil livelihood can help meet people′s demands ,form people-oriented philosophy and build up socialist harmonious society.
