Study On The Administrative Ethics Thought Of Pre-Qin Confucianism

As a new discipline in administration,administrative ethics first emerged in the West.However,many political theories related to the construction of administrative ethics have been put forward in the traditional social and political practice of China,especially the thought of pre-Qin Confucianism in governing the country.In recent years,with the prominence of various moral problems in the administrative field,people pay more and more attention to the exploration of theory and practice in the field of administrative ethics.As the most influential school in ancient China and the mainstream ideology of feudal society,the pre-Qin Confucian administrative ethics thought was the reference path for the localization of administrative management.It played an important role both at that time and in the whole feudal society.They not only nurtured and established the core values,basic concepts and basic ways of thinking of Chinese traditional administrative ethics,but also constituted the prototype and background of the administrative culture of the whole Chinese traditional society.As an important part of Confucianism,the thought of administrative ethics has gone through the test of more than 2,000 years of history,continued and developed,and formed a relatively rich theoretical system since Confucius put forward "for government and virtue" at the end of the Spring and Autumn Period.However,in terms of the process of historical development,the pre-Qin Confucius,Mencius and Xun Kuang provided the foundation and nutrients for the emergence of the basic content and core topics of Confucian administrative ethics,and fully highlighted the ideas of "taking government and virtue","people-oriented","loyal to the king and patriotism","selecting talents and abilities" and "using etiquette and law".Although the pre-Qin Confucian construction of "administrative ethics" is transcendent and utopian,from its value care and theoretical purport,this thought actually participates in the process of Chinese traditional politics,is one of the important ideological forcesin shaping the character and face of Chinese traditional administration,and has important research value.On the basis of the above theory,through the ideological research of Confucius,Mencius and Xunzi,the three main representatives of the Confucian school in the specific period of the pre-Qin period,the creative transformation of their administrative ethics thought in the new era is realized.This paper first introduces the background and characteristics of the formation of Confucian administrative ethics in the pre-Qin period,guides the main content and realization mechanism,and finally realizes the modern transformation of Confucian administrative ethics in the in-depth exploration and analysis of its specific content,so as to make it burst into new vitality.In a specific historical process,China and the West will encounter roughly the same development path and administrative problems in the process of social governance,but each country has a unique historical culture and tradition.Under the conditions of the new era,our country re-studies and analyzes the Confucian administrative ethics thought,treats its thought rationally and objectively,and takes its essence,which has an important influence on the construction of administrative ethics in our country today,and is still of great enlightenment to the construction of political civilization in modern society.
