The china social structure has been gradually changing with the rapid development of economy Since reform and opening up policy has been brought?The old social structure has been broken,but the new has not been established completely.Then the Social values tend to diversification.Because of China's unique social,historical and cultural environment,economic environment,political environment,legal environment,and many other factors,there were many civil morality and ethical issues in the field of public administration.Civil servants as the main subject of public administration activities whose personal qualities and behavior has effect on the level of government affairs and the image of government.Anomie phenomena of administrative ethics of civil servants seriously damage the interests of country and people;disrupt the harmonious and stable development of our society.Strengthening the construction of administrative ethics of civil servants and solving the phenomenon of administrative ethics of civil servants has become an urgent,significant problem.This paper based on the related definition of administrative ethics of civil servants,explained the scope of normative and non-normative administrative ethics of civil servants,analyzed and summarized the administrative the harm and the main manifestations of administrative ethics of civil servants,on the basis of point the cause of the misbehavior and put forward the corresponding countermeasures.This paper discusses the problems of administrative ethics of civil servants in three parts.The first part focuses on the fundamental problems of the administrative ethics of civil servants in our country,including the definition and the concept of administrative ethics of civil servants,civil service connotation,characteristics of administrative ethics and anomie,and the impact of administrative ethics of civil servants in our country,which are disturbing the running rights order,causing economic losses,undermining social values.The second part explains the civil servant's personal character and administrative behavior elaborated our country civil servants administrative ethics anomie performance and the reasons in detail in two aspects.First of all,the main performance of the civil servants administrative ethics anomie: In the aspect of civil servants moral character,dislocation,weak consciousness of public servant and administrative style;In the aspect of civil servant's administrative behavior,abuse of administrative power,public and private interests imbalance,luxury enjoyment of life.Secondly,according to the performance of behavior anomie analyses,analyzed the main cause of our country civil servants administrative ethics anomie,just is the administrative subject's personal factors,including the dual role conflict,absence of professional ethics and values distorted,and administrative external environment influence,including diversified values,impact the drawbacks and administrative systems,absence of supervision mechanism.The third part of the paper put forward the corresponding countermeasures for the manifestations and reasons of the administrative ethics anomie.Mainly govern in two ways: from the internal shape the main body and the construction of the external environment.First of all,to mediate the conflict of the main body role,strengthen administrative ethics education and guide the right value orientation.Second,to eliminate the drawbacks of system,strengthen the legal construction,improve the supervision mechanism.
