On The Police's Moral In The Perspective Of Administrative Ethics

The administrative ethics directly points to the practice of public administration, and it comes from the use and implementation of the administrative power. The administrative act under the guidance of administrative ethics should be directed by the realization of the public interests, and aims to study that the administrative act is good to regulate the administrative power in the perspective of administrative ethics. Since the1980s, scholars have begun to focus more on the administrative ethics behavior, however, relevant researches and constructions of the administrative ethics are still in its initial stage. Therefore, it is necessary to make further researches about the administrative ethics construction no matter from the level of value or the level of practice.Today, some negative and conservative aspects in the traditional administrative ethics thoughts are gradually reflected, further, it seriously affects the harmonious development of China's administrative system, and it also causes many difficulties in the process of administrative ethics development, especially restrictions towards the police's moral construction are more apparent.This present paper mainly consists of four chapters:In chapter one, based on the analysis of scholars' understandings about the administrative ethics and the police's moral at home and aboard, we define the following concepts:administrative ethics; view of administrative ethics; and connotations of the police's moral.In chapter two, we in this present paper examine the issue of police's moral anomie from the four aspects as follows, that is, administrative rationality, administrative fairness and justice, administrative loyalty and administrative responsibility. Further, we conduct some preliminary studies to the reasons of police's moral anomie.In chapter three, based upon the particularity of the police's profession, the situation at home and abroad, and China's governing conception, we in this present paper makes a preliminary study about the value choice of the police's moral construction from the perspective of administrative ethics. And, it mainly covers the four aspects as follows:public interest orientation, fairness and justice orientation, public responsibility orientation, and public efficiency orientation.In chapter four, the present paper focuses on ways of realization of police's moral construction in the perspective of administrative ethics. We have explored this chapter from the four aspects as follows:(1) to strengthen the police's moral education with the administrative rationality as its bases;(2) to accelerate police's moral internalization with the administrative justice as its guidance;(3) to improve the police's moral awareness with administrative loyalty as its core;(4) to promote the police's moral cultivation with administrative responsibility as its orientation.
