The People's Republic of China founded on October 1, 1949, it symbolized a new historical era. Chinese education stepped into a brand-new development phase. To carry forward national culture, enhance the nation's ideological, moral, and cultural qualities, and foster the overall development of new socialist talents, the implementation of quality education has become an important part in Chinese education. However, music education is an important component of quality education. Therefore, it is of important practical significance to sum up the experience of institutions of higher learning's music education from elite education to and mass education. With the reform and opening up policy, China took on an entirely new look, and Chinese music education saw a new spring. Music colleges and universities sprang up like mushrooms. China's music education developed from elite education to and mass education gradually, and music education saw unprecedented prosperity. The decline in the quality of musical talents is inevitable because of the blind enrollment expansion in recent years. Summing up the experiences and lessons in the past is bound to have a far-reaching influence in the promotion of music education. Only a sustained and stable development of music education can truly enhance the nation's moral character and cultural qualities, and cultivate more consummate talents.
